2008 FAIRBURY AMERICAN LEGION SPEEDWAY RULES AND REGULATIONS

GENERAL TRACK RULES

1. Any person desiring to be a driver must be 14 years old and hold a valid identification card. Any person under 17 years of age must have a parental consent form signed. Hornet driver's MUST be 16 years of age.

2. All persons must sign and pay for Pit Passes before entering the pit area.

3. Any person, who is caught tampering or altering pit passes, will be suspended for three weeks and if part of a race team, driver will lose points and money for the night.

4. No person less than 16 years of age will be allowed to pick up pay envelopes. ONLY driver or driver representative can pick up pay. They must sign for all pay.

5. Any driver, car owner, or pit crew member displaying unsportsmanlike conduct, in view of any spectator or officials will be subject to immediate and indefinite suspension on decision of speedway promoter and officials. This includes, but not limited too, any matter to delay time trials, or racing events; starting or circulating petitions against the track, officials or management; agitation or attempting to agitate other individuals; smashing or wrecking cars on the track; yelling or showing profanity to officials of fans. DECISION OF PROMOTER/OFFICIALS IS FINAL!

6. Driver or Driver Representative must declare what car number and driver they will be drawing for before they draw a number for qualification.

7. Rain out policy for FALS. NO CASH REFUNDS. Rain check is good for the face value of ticket price the night of the rain out. Your Pit Pass and your ticket will be considered your rain check. If feature races are the only races left to run, double features will be run on announced night and the night is not a rain out. If it rains out the night before the features, the night is a complete wash and rain checks will be honored.

8. All persons (excluding race drivers) MUST be 16 years old to drive a motorized vehicle in the pit area.

9. The schedule and or length of races or events may be changed by management due to weather conditions, time restrictions or by number of cars available. Time limits are as follows: Heats - 15 minutes, Semi's - 20 minutes, Features - 30 minutes. If race exceeds time limit, at the next yellow the order will be frozen in the order the restart would have been lined up, car or cars causing the final yellow go to the rear. (Red flag minutes will not count). Officials only have final say on calling races on time limits.

10. NO GLASS BOTTLES ARE ALLOWED ON THE SPEEDWAY PREMISES.

11. All persons will be off the speedway grounds by Midnight or 90 minutes after the last race is complete.

12. THE CAR OWNER OR DRIVER WILL BE THE SOLE SPOKESPERSON IN ANY DEBATE WITH OFFICIALS RELATING TO THE CAR OR RACE.


HOT LAPS AND TIME TRIALS

13. ALL CARS will be expected to pack the track if they wish to qualify. Any car not doing so may be subject to loss of qualifying privileges. ALL CARS MUST BE SIGNED IN BY 6:00 p.m. If not signed in by 6:00 p.m. NO qualifying time and they will start at the back of the heat race.

14. Time trials will start at 6:30 p.m. Once car is on the clock, that lap will count as a lap regardless of a spin, accident or other such conditions. Unless another car on the track causes loss of time. If a car crosses underneath the timing light for an extra lap, their qualifying time will be disqualified.

15. Late models qualify two laps BACK TO BACK. They must scale in the infield immediately following their second lap.

16. Modifieds qualify one lap. They must scale in the infield immediately following their lap.

17. Any car that misses their spot in the qualification order will be given a "0" time. They will still be able to race, but they will not be able to qualify at the end of qualifying order.

18. There will be a manual draw of the invert number for the fast heat races.

19. Management may substitute lining up by points in lieu of time trials in the event of any emergency and without prior announcement. On a rainout, or other emergency relative to time trials, lineups shall be made by points (highest driver in points on the pole etc.)

20. On nights when late model specials are scheduled, Management will decide if modifieds and sportsman will qualify and the schedule for the night. No prior notice is necessary.


SCALE AND INSPECTION PROCEDURE

21. For regular show, all transfer cars, transfer from the semi-feature and all the cars running at the end of the feature must cross scale and go through technical inspection in the infield immediately after the race. Failure to do so will result in finishing at the end of the lead lap. Also, cars must cross scales following their qualifying run.

22. For special shows, all cars transferring to the feature through the dash, heats and semi-feature as well as the cars running at the end of the feature must cross the scales.

23. All cars must go to the infield immediately following their feature race for scale and inspection. If a car leaves the track before scaling or going through technical inspection, car can be penalized to the last car on the lead lap.


RACE RULES AND REGULATIONS

24. If any driver is the cause of 2 yellow flags, the car will receive the black flag.

25. Starter's decision will be final on whether any race shall be stopped in the event of an accident or other unsafe conditions.

26. When the number of competitive cars in a heat race or consolation falls below 6, officials may without prior notice-reduce the number of laps if no apparent competition exists.

27. ONLY Safety Officials may pull out, or remove sheet metal for safety reasons. Drivers must stay in their cars at all times, unless conditions are harmful. Failure to do so will result in disqualification of the race.

28. IT IS THE DRIVER'S RESPONSIBILITY TO SEE THE STARTER'S FLAGS AND LIGHTS ON THE TRACK.

29. Consistent inability to remain competitive or rough driving shall warrant the BLACK FLAG, if a driver fails to acknowledge the black flag, after 2 attempts, he will forfeit all points and money earned for the night up to that point.

30. ONE PIT CREW MEMBER AND OR DRIVER allowed to inspect track conditions during breaks in action, AT OFFICIALS DISCRECTION.

31. Drivers will not be allowed to stop on the track to change a tire or make repairs to their cars. They may pull into the infield for minor repairs not requiring anything from the pits, but the race will NOT be delayed for this reason. FAILURE TO OBSERVE THIS RULE WILL WARRANT THE BLACK FLAG.

32. ONCE A CAR LEAVES THE TRACK AND ENTERS THE PIT AREA, THEY WILL NOT BE ALLOWED TO RE-ENTER THE RACE AT ANYTIME.

33. FEATURES ONLY: IN CASE OF FLAT TIRE: BEFORE ONE LAP IS COMPLETED, DRIVER MY GO TO THE DESIGNATED AREA (TURN FOUR ENTRANCE) WITH TWO PIT CREW MEMBERS ONLY (DRIVER MUST REMAIN IN CAR). THE CAR THEN GOES TO THE REAR OF THE LINE UP UPON RE-ENTRY TO THE RACE.

34. FLAT TIRES: Drivers that occur left front flat tires during a race will be able to keep running under green flag conditions ONLY if it is the left front. If a caution comes out during the race, they will not be able to restart a race with any flat tires. They will also not be allowed to run with any broken tie-rods. NO EXCEPTIONS! The determination of safety factors and final decisions are left up to the discretion of the flagman.

35. STARTS AND RESTARTS: The pole sitter will set the pace for the start. Any driver that jumps the start twice will be penalized to the rear of the field. On restarts, the leader will set the pace and cars MUST BE SINGLE FILE UNTIL THE ORANGE CONE. Penalty for this infraction will cause a yellow flag warning for the 1st offense to the rear on the 2nd.

36. LAPPED TRAFFIC: At a restart of a race ALL lapped traffic will go to the back.

37. There will be absolutely NO HOT LAPPING AFTER RACES ARE OVER WITH. Disciplinary actions will be taken if necessary.

38. There will be absolutely NO ROUGH DRIVING.


ALTERNATE RULE

39. Alternate must be in staging area ready to go, before race starts. Once all feature cars have made a parade lap, an alternate can not be used. If a feature car can not make a parade lap under their own power, they forfeit their feature start money and the alternate will be used. Once alternate is moved into the feature they forfeit their semi money. First alternate from first semi, second alternate from second semi, if only one semi both alternates from that race.

40. Car Switching: A driver qualifies for the feature, his car breaks before the feature, this driver can then borrow another qualified car for the feature, and he will start at the tail. Alternate from original line up will be allowed to race at this point. "Borrowed" car driver forfeits points and money for the night.


YELLOW AND RED FLAGS

41. Once a Yellow or Red Flag is displayed, the lineup for the forthcoming green flag reverts back to last completed lap. The entire field must complete the lap to count as a completed lap.

42. Laps under the yellow flag do not count.

43. When a YELLOW OR RED flag is displayed, the car or cars collected in the accident, as determined by the OFFICIALS, must go to the rear of the field. OFFICIALS DECISIONS ARE FINAL!

44. CAUTION FLAGS: When the yellow flag is displayed on the track, the leader of the race will come around to turn 4 and if the light is red, will come to a complete stop. If the lights on the track stay yellow, keep pacing and the races will resume immediately. We restart NOSE TO TAIL.


POINTS

45. Points go to the driver (NOT THE CAR) in the class he is competing in and are not cumulative between classes.

46. Points are awarded the same as UMP structure. Points are computed on features as follows: 1st - 75, 2nd - 70, 3rd - 65, 4th - 60, 5th - 55, 6th - 50, 7th - 48, 8th - 46, 9th - 44, 10th - 42, 11th - 40, 12th - 39, 13th - 38, 14th - 37, 15th - 36, 16th - 35, 17th - 34, 18th - 33, 19th - 32, 20th - 31, 21st - 30, 22nd - 29, 23rd - 28, 24th - 27, 25th - 26. Drivers not in the feature will receive 10 finish points. We will no longer be giving points for Heat's, Dashes or Semi's. Points will be awarded for your feature finish or attendance.

47. Tie Breaker: In the event there is a 1st place tie for FALS Track Champion, the tie will be broken by: Most feature wins, if still a tie, then most second place finishes in a feature, this will continue until tie is broken.


GENERAL SAFETY RULES

48. General safety rules applicable to all cars and persons holding pit pass.

49. INJURY: ANY PERSON SUSTAINING INJURY IN THE COMPETITION AREA MUST REPORT INJURY TO THE PROMOTER, RACE DIRECTORS OR OFFICIALS WITHIN 30 MINUTES AFTER THE COMPLETION OF THE RACING PROGRAM.

50. NO alcoholic beverages will be permitted in the pit area or on the race track until all races have been completed.

51. UMP rules and specs apply for Late Models, Modifieds and Sportsman

52. IF A CAR DOES NOT HAVE A NUMBER WHEN OUT FOR A RACE, CAR WILL NOT BE SCORED FOR THAT RACE. ALL CARS MUST HAVE NUMBERS ON TOP OF THEIR CARS.

53. Add on weights must be painted WHITE and have the number of the car on them and be securely fastened to the frame. Any add-on weights lost on the track will result in a BLACK FLAG.

54. All safety rules set forth under General Safety Rules shall apply without exception.

55. Any driver, car owner or pit crew member not adhering to above rules will be suspended pending Officials decisions.

56. ALL RULES SUBJECT TO CHANGE AT ANYTIME AND WILL BE GIVEN PROPER ANNOUNCEMENTS.
